Before the partition between India and Pakistan, the additional waters of Ravi and Beas were allocated by contract. On March 24, 1976, the central government issued a notification for the first time fixing 3.5 MAF of water for Haryana. There was an agreement to give the water of the SYL canal to Haryana. The new contract was signed on 13 December 1981, the quantity of water was fixed for Punjab at 4.22, Haryana at 3.50, Rajasthan at 8.60, Delhi at 0.20 MAF, and Jammu and Kashmir at 0.65 MAF.

On 8 April 1982, Indira Gandhi inaugurated the canal excavation work near Kapuri village in Patiala. The situation in Punjab deteriorated due to the protests. The Rajiv-Longowal Pact was signed on 24 July 1985. Punjab agreed to build a canal. An engineer was shot dead during the excavation of the SYL canal.

Haryana filed a petition in the Supreme Court in 1996 when the settlement did not work out. Punjab introduced this resolution in the assembly for the 7th time in 56 years. Punjab also passed a resolution in 1967, 1970, 1978, 1985, 1986, and 2014 while Haryana passed a resolution on SYL 5 times from 2000 till now.

The court also issued orders to the Punjab government to build a canal, but instead of building a canal, Punjab bridged the canal and returned the land to the farmers by passing a resolution in the assembly. On 1 April 2022, the Punjab Legislative Assembly passed a resolution expressing the authority of Punjab over Chandigarh and sent it to the Ministry of Home Affairs.

Haryana has condemned the passing of the resolution in the assembly and has said that it is and will remain the joint capital of both states. The Haryana government called a special session of the Legislative Assembly and presented a censure motion against Punjab and retained its authority over Chandigarh.
