Enrollment of children in private school:
On March 28, the Haryana government issued a notification on section 12 (1, c) of the RTE Act. Since the issuance of the notification, the rule-134A already implemented in the state has been completely abolished. Now there will be no admission under Rule-134A in the state. SC, BC, Widow's Children, Disabled Children, Economically Poor Children, HIV Affected Children, Orphaned Children, and Economically Backward Children will be admitted in 25 percent seats under RTE in Nursery or First Class in all private schools.
At the same time, the state government is working on a new scheme to provide admission to the children of poor families studying in classes II to VIII. The file of which has been sent by the Education Department to the Chief Minister's Office for approval. Under the new scheme, children from poor families will be admitted to private schools only after the final approval where. Work is underway on a new scheme to enroll children of poor families in classes II to VIII. In this, norms are being set by the government for reimbursement of fees of such children.
Under this, the reimbursement amount will be increased from Rs 300 to 700 per month for classes 2 to 5, Rs 400 to 900 per month for classes 6 to 8, and from Rs 700 to 1100 per month for classes 9 to 12 or the fee declared by the school in Form-6 The amount, whichever is less, will be given to the schools. Only those recognized private schools which will consent to the amount to be given by the government under the scheme will be registered on the portal. Apart from this, the records of children of poor families will also be recorded on the portal.
The scheme will be applicable to children going from government to private
Under Rule-134A, meritorious children studying in government and private schools are also used to take admitted to private schools of their choice after passing the test. Schools also had to reserve seats under Rule-134A. But under the scheme on which the government is working for poor children, neither the child will have to give any kind of test nor will the child face any obstacle in school selection. There will be no restriction on seats in this. The child will be able to get admission to the school registered on the portal and his fees will be reimbursed by the government. But this scheme will be made only keeping in view the children of poor families getting admission to private school from a government school. Children enrolled in private to private schools will not be included in the scheme.
Committee will decide on fee fixation under RTE
Under RTE, 25 percent of seats in the school will get admission to the nursery or first class. The radius of one kilometer will be decided by the school. The income certificate of the parents enrolling under RTE will be issued by the Tehsildar or other authorized officials. If any discrepancy is found during the verification, then action will be taken against the concerned officer and guardian. However, after issuing the notification on RTE, the Education Department has also released the schedule regarding admissions.
Under this, applications have to be submitted by April 25. Then the lottery draw will be conducted on 29th April. After that, the admission of children will be done till May 5. But till now, how much fee reimbursement amount will be given by the government to private schools, has not been decided. A committee meeting will be convened soon regarding this. In which private schools will be informed after fixing the scale of fees. Private schools will not be able to go to court under RTE.
After the child is promoted, the scheme will be removed from that class
Education Minister Kanwar Pal says that the government is preparing an ambitious plan to give equal opportunity to poor children of classes II to XII to study in private schools. Keeping in view the wishes of the poor families of the state, the government will get the children of those families whose income is less than 1.80 lakhs, in private schools from class II to XII. Admissions for class I will be done under the Right to Education Act. The government has abolished Rule 134A.
Admission to first class will be done under RTE. In which 25 percent of children of economically weaker sections will be enrolled in privately recognized nearby schools. These children will continue to be promoted to the next class every year and that class will be removed from the newly introduced scheme. The fees for the children who have already taken admission under 134A in the previous years will be borne by the government.
